The Association of Professional Disabled Service Employees ("APDSE")

The Association of Professional Disabled Service Employees ("APDSE") is the first Labor Organization / Labor Union formed in the United States exclusively by persons with disabilities ("PWD's") to represent the employees employed that serve the needs of PWD's. The APDSE has negotiated a fully enforceable (34) thirty - four page Collective Bargaining Agreement ("CBA") with the Disability Community Resource Center ("DCRC"), an Independent Living Center located in West Los Angeles at 12901 Venice Boulevard, Los Angeles, California 90064. After a very contentious first contract campaign a settlement agreement between the National Labor Relations Board ("NLRB"), Region # 31, the APDSE, DCRC, and Rosia Maria Chatuverdi filing as an individual employee executed.

This public NLRB Settlement Agreement resolved approximately (50) fifty Unfair Labor Practice Charges filed by the APDSE against DCRC. Moreover, the former Executive Director and Chief Labor Negotiator that served as the principle Executive Officer for the Employer during this (3) three year Labor Organizing Contract campaign resigned and a new more qualified pro Organized Labor Executive Director has been hired by the Employer with exceptional professional acumen, expertise with respect to Disability Law & Policy, and extensive knowledge of Labor & Employment Law.

The Association of Professional Disabled Service Employees is officially registered with United States Department of Labor, (1) - Office of Labor Management Standards ("OLMS"), OLMS File # 00413, (2) - was issued an official Internal Revenue Tax Employment Identification ("EIN") # 37 - 1854712 (3) - provided with an official Certificate of Representation issued by Region # 31 of NLRB designating the APDSE as the certified exclusive Collective Bargaining Agent on behalf of approximately (21) work classifications that serve the vital needs of PWD's on March 13, 2015 after a majority of the employees employed within the bargaining unit cast their ballots in favor of representation via a secret ballot election supervised by Region # 31 of the NLRB.

A majority of the employees employed by DCRC approved this Labor Organizations uniquely pro democratic Constitution that is fully compliant with the internal rules that regulate Labor Unions in accordance with and pursuant to the Labor Management Reporting and Disclosure Act of 1959 ("LMRDA"). In the interests of transparency and with the intention of promoting greater democratic involvement of Labor Union Members the APDSE Constitution is posted on - line at APDSELaborUnion.Org.

​All of the above (4) four documents are posted on this website to utilize as a resource for labor union members and employees to utilize as model to promote the development of more effective aggressive democratically oriented Labor Organizations.

​Approximately $580,000.00 has been awarded to APDSE Members that were unlawfully terminated by the above Employer and as compensation for other employee benefits unlawfully withheld by DCRC. Region # 31 of the NLRB Certificate of Representation, (2) the fully executed CBA between the APDSE and DCRC, OLMS File # 00413 acknowledgement, (3) the APDSE Constitution, and the (4) 10/20/19 NLRB Board Settlement executed by the NLRB, the APDSE, DCRC, and Rosia Maria Chatuverdi, an individual employee is posted on the Association of Professional Disabled Service Employee ("APDSE") website at APDSELaborUnion.org for you to review and utilize as a resource to inspire independent labor Union Organizing efforts that serve the needs

of BOTH the workers that serve PWD's and the PWD's that deserve more aggressive professional advocates that advance the interests of PWD's with every type of disability including but not limited; to disabilities that are (1) Invisible, Mobility related, (3) Neurological, (4) Sensory , (5) Mental Health, (6)Cognitive, (7) (7) Gastrointestinal, (8) Skin/Dermatological, (9) Speech/Communication and or or any combination of the above types of disabilities.

  • 1 User fee with respect to filing the completed 1040 IRS document required to establish this Labor Organization as 501 (c) (5) non - profit Labor organization,
  • 2 To raise money to fund labor organizing campaigns that shall improve the terms and conditions of employment for the employees employed to serve persons with disabilities utilizing the APDSE - DCRC CBA that is fully enforceable,
  • 3 Raise funds to establish the first, ever, standardized proficiencies utilized by Social Welfare Institutions, and
  • 4 Continuing advocacy campaigns to hold the Executive Management employed at both public and private social welfare community organizations accountable through political lobbying activity.

The Association of Professional Service Employees seeks financial contributions from persons with disabilities or family members of PWD's, employees employed to serve PWD's, or the Professionals that serve PWD's.

Why APDSE was formed

The APDSE was formed in part because more often than not PWD's and the family members of PWD's are not adequately or properly served by the hundreds of social welfare organizations that merely refer persons with disabilities in an endless loop from one community based non - profit to another community based non - profit without ever, emphasis added, obtaining any any type of satisfactory outcome. In summary, most community based non - profits that are statutory and ethically mandated to provide competent aggressive professional advocacy on behalf of PWD's fail because the plurality of community based non - profits that should serve PWD's are co-opted and controlled by corporations that have a vested interest in protecting their interests at the expense of PWD's.

More often than not, community based non profits that are legally and ethically obligated to serve PWD's are more than willing to accept financial contributions from corporations and professional organizations like the Chamber of Commerce or Insurance Companies that indirectly demand that their interests are served. To this end, real aggressive front line advocacy representation at Social Security Hearings, Rent Board Hearings, Medical Board Hearings, Medi-Care Appeals, and Due Process Hearings required in accordance with the Individual Education Program are discouraged or thwarted and many other necessary services are not provided to PWD's or their family members.

The Association of Professional Disabled Service Employees is committed to representing the front line workers that serve PWD's.

The Association of Professional Disabled Service Employees is committed to representing the front line workers that serve PWD's. PWD's, and the individual Professional that have dedicated their careers to provide for PWD's, not the powerful well funded interests that utilize community based non - profits as a subterfuge to thwart any real policy changes that actually inure to benefit the interests of PWD's.

For the above reasons, the Association of Professional Disabled Service Employees is soliciting funds to increase and expand the labor organizing and advocacy campaigns to increase the political and legal capacity for both the employees that are employed to serve PWD's and PWD's from individuals via small and moderate financial contributions.

The APDSE is a grass roots labor organization that is not, emphasis added, controlled or directed by any corporation, municipal government, or professional association that have interests that are clearly antithetically opposed to the needs of the community of PWD's. Any person or employee employed by a community based non - profit or government entity that serves PWD's is encouraged to become a member of the Association of Professional Disabled Service Employees.
